Senior Project Officer

 The Demand for Good Governance Project (DfGG) will be funded jointly by AusAID (Australian Agency for International Development) and the World Bank from March 2009.  The project will operate as a partnership between Radio National Kampuchea (RNK) and the Australian Broadcasting Corporation (ABC) to help develop RNK’s operational and professional capacity. 

The ABC will be contracted to provide technical support to RNK in implementing the DFGG, which is the successor project to the AusAID-funded Cambodia Radio Development Assistance Project (CRDAP) the ABC is currently delivering to RNK.

The ABC is seeking expressions of interest from experienced Cambodian professionals to work as Senior Project Officer.

The Senior Project Officer will support the Project Team Leader (TL) and key technical advisors in their project management work to achieve the project goals through planning, research development, and management systems. The successful candidate will have strong interpersonal communication skills in both English and Khmer, a good understanding of project management and the ability to work across a range of technical areas with appropriate support from technical advisers.

The position will based in Phnom Penh, and will be contracted for an initial period of 12 months with a possibility of extension.

An attractive remuneration commencing at US$800.00 will be negotiated depending on the successful applicant’s demonstrated experience and skills.

1-      Duties

·    Provide English-Khmer and Khmer-English translation and interpreting services for international and national team members in a range of fora including meetings with government staff and workshops;

·     Assist the national and international team members in all aspects of English language communications, including interpreting, translation, report writing, editing of materials and regular correspondence with external organizations;

·    Assist in delivering and testing technical resources;

·    Collate, develop and test project related materials ranging from information brochures through to technical documents;

·    Represent the project in meetings and workshops with management, NGO and government partners and donor agencies;

·    Liaise with RNK management and staff on technical issues;

·     Maintain the Project’s website.

·    Establish, maintain and update information, relevant databases and records on project activities and prepare background information;

·    Prioritise TL’s workload accordingly;

·    Prepare or commission presentation, speeches and advice notes for TL;

·    Assist with the monitoring and evaluation of project implementation and contribute to the preparation of periodic reports, work plans and technical progress reports;

·     Carry out any other activities assigned by TL.

2-      Qualifications/Experience

Essential:

·    At least 4 years professional work experience in civil society and/or bilateral aid projects or relevant fields;

·    Tertiary qualification in social science or related fields;

·     Experience in providing Khmer to English and English to Khmer translation services, and demonstrated capacity to act in the role of interpreter at senior levels;

·     Demonstrated understanding of community development issues;

·     Ability to communicate effectively with government officials and development agencies;

·     Ability to work as part of a team and independently;

·     Good computer skills (Word, Excel, PowerPoint, internet & Email);

·      Ability to analyse issues, think critically and produce innovative and considered solutions; and

Desirable:

·   Understanding of organisational development/institutional strengthening in state or public radio environment;

·    Understanding of good governance and media issues within the Cambodian context; and

·    Ability to drive motor vehicles with manual gears.
